modifications.empty error is thrown when instantiating a prefab that contains a disabled parent canvas and enabled child canvas
How to reproduce:
1. Open given Unity project
2. Drag the prefab "Prefab" into the scene
3. Error is thrown
Expected result: When prefab is instantiated, there shouldn't be any errors
Actual result: Assertion failed on expression: "Assertion failed: Assertion failed on expression: 'modifications.empty()'
UnityEngine.GUIUtility:ProcessEvent(Int32, IntPtr)" is thrown
Regression first introduced in: 2017.2.1p4
Reproducible with: 2018.2.0a3, 2018.1.0b10, 2017.3.1p3, 2017.2.2.p1
Not reproducible with: 2017.1.3p2, 5.6.5p2
