[Mobile][Metal][Vulkan] SwappyVk Failed to wait for the VkFence when using render texture with a Particle system
Steps to reproduce:
1. Open the user's attached project "RenderTextureCrash.zip"
2. Open scene "scene"
3. Build and Run on Android
4. Observe graphical glitches GodRays particle system
Reproducible with: 2019.4.15f1, 2020.1.17f1, 2020.2.0b13, 2021.1.0a2

Notes:
-In 2021.1.0a2 the issue did not reproduce with Samsung Galaxy S10+ (SM-G975U), Android 9, CPU: Snapdragon 855 SM8150, GPU: Adreno (TM) 640
-If the project is upgraded from the effected version to trunk the issue will reproduce on some devices
-In rare cases, the app switches to a black screen or freezes the phone
