How to reproduce:
1. Open the attached MissingMethodExample.zip
2. Enter the Playmode
3. Inspect the Console
Actual: MissingMethodException: Method not found: 'UnityEngine.UnityAPICompatibilityVersionAttribute..ctor' (see the full error in the Edit section
Reproducible with: 2017.4.37f1, 2018.4.21f1
Not reproducible with: 2019.2.21f1, 2019.3.2f1, 2020.1.0a24
Notes:
- deleting \Assets\Plugins\Editor\JetBrains folder solves the issue

Maybe connection between Netframework to jetbrain
its popping up when i try using legacy net framework version 3.5 (Yes i disabled, over 4.8.1)
i managed to get it working after enable it and setting up some environtment variable

Resolution Note (2020.1.X):
The issue seems to be Rider's package. I would tell the user that reported it to open a bug at https://youtrack.jetbrains.com/issues/RIDER, as I can't do it for them because it's not my source code.
