Microsoft Media Foundation and IMediaCapture callback is not called in Editor
Steps to reproduce:
1. Download attached project
2. Open LoopbackSample scene
3. Enter play mode (make sure you have a web cam)
4. Press start Loopback button
Expected results: The camera video stream should be visible instead of the pink image.
Actual results: The video stream doesn't start. Steam start after rescaling detached game window.
Reproduced with: 2018.3.8f1
Not reproducible with: 2017.4.21f1

Resolution Note (2019.3.X):
This is a bug in the Windows IMediaCapture API and has been reported to Microsoft. It can be tracked via this Feedback Hub link: https://aka.ms/AA5235v
As such, Unity is unable to fix the problem, and we've decided not to try and work around the problem, e.g. rollback functionality that somehow suppressed this issue in 2017.4. The user groups impacted by this issue are very small, and it's not worth the risk for us to take any action.
