[Metal] Tessellation shader is either invisible or not shaded properly, shader not supported error
Reproduction steps:
1. Open the project that the customer attached in "TessellationMetalIssue-2021.2.zip"
2. Enter Play Mode in SampleScene and inspect the sphere
3. Go Edit -> Project Settings -> Player -> Other settings
4. Switch graphics API to Metal (will require editor restart)
5. Enter Play Mode in SampleScene and inspect the sphere again
Expected result: the sphere will look the same
Actual result: there is no sphere at all (there are images in edits)
Reproducible with: URP 12.0.0 (2021.2.0b3, 2022.1.0a1)
Could not test with: 2018.4.36f1, 2019.4.29f1, 2020.3.14f1, 2021.1.14f1 (the project breaks, multiple errors, etc.)
Partly reproducible with iOS Metal: the tessellated sphere will appear, however, will be incorrectly shaded, there are unsupported shader errors in the Xcode debugger
iOS tested with: iPhone 12 (iOS 14.2)
