Regression

Mesh.GetTriangles(list, index) doesn't put all submesh triangles in the list if the model has Keep Quads enabled
How to reproduce:
1. Open the attached "case_1141916-GetTrianglesBug" project
2. Select "CablePart_Hi" in the Project window and notice that it has Keep Quads enabled
3. Open scene "SampleScene" and enter Play mode
Expected results: Array and list created with GetTriangles(index) and GetTriangles(list, index) have identical length
Actual results: List does not get populated with all triangles and has lower length than the array
Reproducible with: 2017.4.25f1, 2018.3.12f1, 2019.1.0b10, 2019.2.0a10
