Memory leak when resizing Scene or Game view when they are side by side
How to reproduce:
1. Create a new 3D URP project
2. Make sure the Scene and Game views are both visible and side-by-side
3. Open the Task Manager application
4. Keep resizing the Scene view and observe the Memory usage by the Unity Editor in the Task Manager
Expected results: Memory does not change significantly
Actual results: Memory taken by the editor increases significantly
Reproducible with: 2022.3.8f1, 2022.3.9f1,
Not reproducible with: 2021.3.30f1, 2022.3.7f1, 2023.1.12f1
Reproducible on: Windows 10, Windows 11
Not reproducible on: No other environment tested
Note: Fixed in the Editor not the package

This has just started happening to me in 2022.3.8f1. It won't let me roll back to the previous editor version now. The "RESOLUTION NOTE" offered here only vaguely mentions something about a render texture being added infinitely, while someone else is saying it is still happening.
