Mecanim Bone restrains are ignored when moving the bone through the Transform component
Reproduction steps:
1. Open the user's attached project ("ReportRMBug.zip")
2. Open the repro scene ("tempscene")
3. Enter Play Mode
4. Select Head GameObject (X_Bot > Hips > Spine > Spine1 > Spine2 > Neck > Head)
5. Try moving it up
Expected result: Head cannot be moved
Actual result: Head can be moved
Reproducible with: 2018.4.24f1, 2019.4.3f1, 2020.1.0a18
Not reproducible with 2020.1.0a19, 2020.1.0b14, 2020.2.0a17
Note: Disabling and re-enabling Animator component fixes the issue for that playthrough
