[macOS] Cycling through windows stops at the Package Manager window when using ⌘+`shortcut
How to reproduce:
1. Create a new project
2. Open the Package Manager window and a few additional windows that are undocked
3. Press ⌘+` and observe the view
Expected result: Editor cycles through all the windows
Actual result: Cycling stops at the Package Manager window
Reproducible with: 2022.2.0b7, 2022.2.2f1, 2023.1.0a24
Not reproducible with: 2020.3.43, 2021.3.16f1, 2022.2.0b6
Reproduced on: macOS 12.4 (Intel)
