[Mac] Event.modifiers are not detected when EventType.KeyDown is used
How to reproduce:
1. Open the attached project ("case_1156398")
2. Create a new GameObject
3. Attach "Test" script to the object
4. Enter Play Mode
5. Hold Shift and press any other button
Expected results: both KeyUp and KeyDown events show Shift as a modifier
Actual result: KeyDown event doesn't have a modifier
Reproducible with: 2017.4.29f1, 2018.4.2f1, 2019.1.6f1, 2019.2.0b5, 2019.3.0a2
Not reproducible with 2019.3.0a3 because of the new UI.
