[LWRP] [RenderTexture] Alpha channel is not rendered when using RenderTexture with LWRP in Build
Steps to reproduce:
1) Download attached project and open in Unity
2) Build and Run "SampleScene"
Observe:
Rendertexture lost transparency (check attached image "Result.png")
Reproduced with:
2019.1.4f1, 2019.2.0b4, 2019.3.0a4

Yeah this bug has brought my "data shader" to a grinding halt in LWRP 6.9.1. Writing to the alpha channel works fine in the editor but not in builds.

This is NOT a duplicate, because it happens not just windows build but ALL platform build.
