LWRP command buffer Blit executes multiple times when using multi-pass material
How to reproduce:
1. Open the project from OC
2. Open the scene WeatherMaker > Demo > Scenes > DemoScene
3. Press play.
4. Open frame debugger and enable.
5. Look for the WeatherMakerDepthDownSample command buffer.
Expected result: Blit should execute only once
Actual result: Blit executes multiple times
Reproducible with - 2019.1.1f1, 2019.2.0a14, 2019.3.0a2
Could not test with - 2017.4 and 2018.4 (experimental LWRP)
Reproduces with package versions: 5.7.2, 5.13.0, 6.2.3
Does not reproduce with package versions: 5.6.1 and earlier (no UnityEngine.Rendering.LWRP.ScriptableRendererFeature)

This is a serious bug in LWRP latest Unity 2019. When command buffer blit is called on material with multiple passes, even if specifying an explicit pass, multiple blits are performed. This issue does not exist with the standard pipeline.

Resolution Note:
RendererFeature.Create method is called every time serialization happens. We've updated the docs to point this out.
