How to reproduce:
1. Open any project on Linux
2. Open the Package Manager window
3. Select any package
-- Observe the mentioned white bars
Reproducible in: 2019.3.0a5
Not reproducible in: 2017.4.29f1, 2018.4.2f1, 2019.1.6f1, 2019.2.0b5, 2019.3.0a4
