[Linux] Resizing Windows causes a flicker
Repro Steps:
1. Create a new project (performance is worse and the issue is more obvious with the HDRP template)
2. Dock the Game view next to the Scene view
3. Resize the windows
Expected results: The Windows resize smoothly
Actual results: The Windows flicker and move abruptly.
Reproducible with: 2019.4.28f1, 2020.3.11f1, 2021.1.12f1, 2021.2.0b2
Notes:
- Investigated on CentOS Also seen on Ubuntu 20.04

Yes, this is still a problem on Unity 6000.2.7f2. I've experienced this on Ubuntu 24.04 and Pop!_OS 22.04.

same issue still needs to be fixed on Unity 6.1 (6000.1.0f1)
