"Limit Velocity Over Lifetime" makes particles work inconsistently
When the "Limit Velocity Over Lifetime" module is enabled on a shuriken particle system, the simulation in editor time becomes different from the emission in run time.
Repro steps:
1. open the attached project, the Shuriken Discrepancy Test scene
2. choose the particle system and let the simulation play - notice that the ring of particles reaches the gray ring in the background
3. play the scene - now the particles do not reach the gray ring
