[Lights] Several lights placed on plane in particular position cause strange artifacts
Steps to reproduce:
1. Download and import attached project. (SpotLights.zip)
2. Open scene: main.
3. Move position of some spotlights named: "MoveMe".
Actual result: Lighting distorts according to its position. (GIF)
Expected result: Lighting should be consistent.
Notes: If rendering path is set up to Deferred, not forward, Lights become consistent. Depends on quality settings. If "Pixel Light Count" is highier than your spotlight or pointlight count, it works fine.
Reproducible on: 5.4.0b1, 5.3.1p1, 5.2.4f1, 5.1.4f1
