[Lighting] Vertex lighting artifacts with high intensities
Steps to reproduce:
1. Open user attached project "VertexLightingArtifacts55.zip"
2. Observe the lights in the Hierarchy and scene view
Expected: When there is fewer than 4 lights set as non important, Light should be per-vertex. See user attached "1.png" as expected result
Actual: Regardless of how many non-important lights are there, Spherical Harmonics is used. See user attached "2.png" "3.png" and "4.png"
