Lighting Exposure slider does not work with View Tool
How to reproduce:
1. Create a new project
2. Enter Scene View
3. Select "Baked Lightmap" in Draw Mode drop-down
4. Select the "View Tool" from the Toolbar
5. In the Scene View move the "Lighting Exposure" slider
Expected result: The slider moves
Actual result: The slider stays in place
Reproducible with: 2021.1.0a3, 2021.1.27f1, 2021.2.0a16
Not reproducible with: 2019.4.32f1, 2020.3.21f1, 2021.1.0a2, 2021.2.0a17, 2021.2.0b10, 2022.1.0a13
Can't test with: 2021.2.0b11, 2021.2.0b17 - there's no "Lighting Exposure" window
