Light flickering when using Forward+ on Mobile
Steps to reproduce
- Pull the URP Sample Scene [https://github.cds.internal.unity3d.com/unity/com.unity.template.urp-sample]
- Build the Garden scene to Android or iOS
- Walk around and observe the lighting
Expected: No flickering
Actual: Flickering based on camera position
Based on the artifacts this seems like a z-bin issue

Resolution Note (fix version 2023.3):
Light flickering was caused by an overflow in the z bins on forward+ making light disappear or clipped. This is now fixed by ensuring the correct amount of lights are given to the z bins so they can't overflow.
