Last frame has slightly lower change to appear in Texture Sheet Animation
Reproduction steps:
1. Create new project.
2. Create particle system.
3. Enable texture sheet animation.
4. Set X and Y tile parameters to 2.
5. Try to set frame over time to 4.
Expected result: Frame over Time will be set to 4.
Actual result: Frame over Time is set to 3.9996 and last frame has slightly lower chance to appear compared to other frames.
Reproduced on: 5.4.0f3, 5.5.1p4, 5.6.0b8.
Works fine on: 5.3.7p3.
Regression introduced in 5.4.
