Language not changed in Windows taskbar after Alt+Shift
Steps to reproduce:
1) Open Unity 5.4.b20 and create a new project.
2) Press Alt+Shift to change the language in Windows taskbar.
Expected result: Language should change.
Note: Atleast 2 languages have to be installed in machine to reproduce it.
Reproduced with : 5.4.0b20, 5.4.0b21.
Not reproduced with: 5.2.4f1, 5.3.5f1, 5.3.5p3, 5.0.b19.

Ctrl+Shift, Win+Space, Alt+Shift does not switch language in 5.4b19-b22.
