"InvalidCastException: Specified cast is not valid." error when using RuntimePanelUtils.ScreenToPanel
How to reproduce:
1. Open the attached project "ScreenToPanelBug.zip"
2. Open Assets/New Anim Graph Asset.asset
Expected results: No errors thrown in the Console window
Actual results: "InvalidCastException: Specified cast is not valid." thrown in the Console window
Reproducible with: 2022.3.6f1, 2023.1.7f1, 2023.2.0b3
Could not test with: 2021.3.29f1 (compilation errors in the Console window)
Reproducible on: Windows 10

The RuntimePanelUtils.ScreenToPanel should only be called on a runtime panel associated with a UIDocument. This method cannot be used in an editor context at this time.
