Installing the HDRP Water Samples doesn't notify the user to enable the "Water" on HDRP Asset
How to reproduce:
1. Create a new HDRP project and make sure to use the Vulkan Graphics API
2. Go to Window -> Package Manager -> High Definition Render Pipeline -> Samples -> Water Samples -> Import
3. Observe the results
Expected results: There is a warning or error promting user to enable the "Water"
Actual results: There are no notifications even when opening the scenes with the water
Reproducible with: 6000.0.71f1, 6000.3.12f1, 6000.4.1f1, 6000.5.0b1, 6000.6.0a1
Reproducible on: Ubuntu 24, macOS Tahoe 26 (M1)
Not reproducible on: No other environment tested
