[Inspector] Reorderable List UI overlaps with itself
Reproduction steps:
1. Open the project attached
2. Open SampleScene
3. Select Directional Light in Hierarchy
4. Inspect the Reorderable List component in Inspector
Reproducible with: 2022.2.0a5, 2022.2.0a7
Not reproducible with: 2019.4.36f1, 2020.3.29f1, 2021.2.15f1, 2022.1.0b11, 2022.2.0a4
Expected result: The Element list UI does not overlap with itself
Actual result: The Element list UI overlaps with itself
Note: in some instances it is possible that you will not be able to add new elements to the list because of the partly insivible UI
