[Inspector] Component isn't placed at the bottom when releasing mouse outside of the blue highlight
How to reproduce:
1. Open a new Unity project
2. Create a new GameObject
3. Add 2 new Components
4. Drag the upper-Component below the other one
Expected result: Upper-Component is placed below the other one
Actual result: Nothing happens
Reproducible with: 2020.3.41f1, 2021.3.12f1, 2022.1.21f1, 2022.2.0b13, 2023.1.0a16
Reproduced on: macOS 12.6 (Intel)
Note: In order to place a Component at some position, it needs to be dragged into the blue highlight area
