[InputSystem] Unity Standalone crashes after the Unity logo when the Standalone is built with "Development Build" unchecked
How to reproduce:
1. Open attached project "new-input-crash_4.zip" and scene "Sample Scene"
2. Make sure that File -> Build Settings -> Development Build is unchecked
3. Build and Run the game
4. Observe Unity Standalone
Expected result: Unity does not crash
Actual result: Unity crashes immediately after Unity splash screen
Reproducible with: 2019.2.0a11, 2019.2.0a14
Not reproducible with: 2019.1.2f1, 2019.2.0b5 (0.2.10), 2019.2.0b8 (0.2.8), 2019.3.0a8 (0.2.10)
Could not test with: 2017.4.29f1, 2019.2.0a1, 2019.2.0a10, 2019.2.0b1, 2019.2.0b2 due to package errors
