InputSystem.LowLevel.StateEvent.From Device pointer values are reset and don't recover when clicking outside of the Game window
To reproduce:
1. Open attached project ("case_1214791.zip")
2. Press Play > Game View window > hold "w" button for a few seconds
3. Click on the Inspector window and back to the Game View window
4. Press "w" button once
Expected result: The previous Camera position is recovered
Actual result: The previous Camera position is not recovered and is reset
Reproducible in: 2019.2.21f1, 2019.3.1f1, 2020.1.0a22 (preview.4 - 1.0.0)
Not reproducible in: 2019.2.21f1, 2019.3.1f1, 2020.1.0a22 (preview - 1.0.0, preview.3 - 1.0.0)
Could not test in: 2017.4.36f1 (No package manager), 2018.4.17f1 (0.1.2, 0.2.1, due to errors in a project)
Could not test in package versions: preview - 0.2.6, preview - 0.9.6 (Due to errors in a project)
