[Input System] Rebind override doesn't work when using two identical controllers
Reproduction steps:
1. Connect two identical controllers to PC (tested with DualShock 4 controllers connected via USB)
2. Open the "SampleScene" Scene in the attached "UnityInputSystemTest_TwinUsbRemap.zip" project
3. Enter the Play Mode
4. Press the Q button on the Keyboard
5. Press any button on the first Controller
6. Press the same button again on the first Controller
7. Press the Q button on the Keyboard
8. Follow 5-6 steps with the second Controller
Expected result: The text "TestAction is pressed this frame!" appears on the screen
Actual result: Text doesn't appear
Reproducible with: 1.1.0-preview.2, 1.2.0 (2019.4.32f1, 2020.3.22f1, 2021.1.28f1, 2021.2f1, 2022.1.0a14)
Could not test with: 1.1.0-preview.1 (2019.4.32f1, 2020.3.22f1, 2021.1.28f1, 2021.2f1, 2022.1.0a14) - Console errors
