Input System puts pressure on the Garbage Collector when enabling and disabling InputActionMaps
Reproduction steps:
1. Open the attached project "input-gc-pressure.zip"
2. Open the "DebugInputScene" Scene
3. Open the Profiler window: Window > Analysis > Profiler
4. Select Deep Profiler
5. Enter the Play mode
6. Observe the Garbage Collector in the Profiler
Expected result: Enabling an "InputActionMap" doesn't put any pressure on the GC
Actual result: Enabling an "InputActionMap" puts pressure on the GC
Reproducible with: 1.1.1 (2019.4.30f1, 2020.3.19f1, 2021.1.23f1, 2021.2.0b13, 2022.1.0a11)
