Input System "One Modifier" fires event when regardless of which button is clicked or held first
How to reproduce:
1. Open the user’s attached “input system test.zip” project
2. Enter Play Mode
3. In the Game view, hold the left mouse button and click the right mouse button
4. Observe the Console window
Expected result: “Right Combo-Clicked!” is logged
Actual result: "Left Combo-Clicked!” is logged
Reproducible with: 1.7.0 (2021.3.36f1), 1.8.0-pre.2 (2021.3.36f1, 2022.3.21f1, 2023.2.14f1, 2023.3.0b10)
Reproduced on: macOS 14.3.1 (Intel)
Not reproducible on: No other environment tested
