[Input System] Moving the Game view window while in Play mode locks the mouse cursor within the Game view
Steps to reproduce:
1. Download and open "InputSystem Bug" project
2. Open "BabeLevel_P" scene
3. Enter "Play" mode
4. Press the escape button
5. Drag the Game view window outside the Unity editor
Expected outcome: Your mouse cursor doesn't get locked within the Game view window
Actual outcome: Your mouse cursor gets locked in the Game view window
Reproducible with:2019.1.14f1, 2019.2.20f1, 2019.3.0f6, 2020.1.0a21 (Input System package version 1.0.0.preview - 1.0.0.preview.4)
Could not test with: 2017.4 (No package manager) 2018.4 (Console errors), 2019.1.0f1 (Console errors)
Note: Could not test with macOS Catalina, due to not being able to enter "Play" mode (due to errors)
