[Input System] doesn't compile when XR module is disabled and UI package is enabled
How to reproduce:
1. Open the "InputSystemTest.zip" project
2. Observe the Console window
Expected result: there are no errors in the UI plugin of the Input System and it compiles without the XR module
Actual result: there are errors in the UI plugin of the Input System which prevent compilation of Input System due to the missing XR module
Reproducible with package versions: preview7 - 1.0.0 (2019.3.11f1, 2020.2.0a8)
Not reproducible with package versions: preview - 0.1.2 (2019.3.8f1), preview - 0.2.10 (2019.3.11f1), preview - 0.9.6 (2020.1.0b6), preview6 - 1.0.0 (2019.3.11f1, 2020.2.0a8)
