Inner's ExpandHeight is not enforced when outter GUILayout.BeginScrollView's vertical scroll bar is engaged
To reproduce:
1. Download attached project "TestGUIExpand.zip" and open in Unity
2. Open "Test01" scene
3. Open TestEditor (Tests > TestEditor)
4. Decrease the TestEditor's Height until the vertical scroll bar is engaged
Expected Result: The inner box does not collapse
Actual Result: The inner box collapse unexpectedly
Notes:
- This issue happens on both Windows and OSX
Reproduced on Unity 5.6.5p1, 2017.1.3p1, 2017.2.1p3, 2017.3.0p4 and 2018.1.0b5

Resolution Note:
with the new UI Element now public, we suggest users to do the transition and experience it over legacy tools. Since this is using older technologies, it'll be unlikely to be fixed.
