Texture quality changes are not reflected when the texture is loaded from Asset Bundle
How to reproduce:
1. Open the attached project ("case_1176201-New_Unity_Project.zip")
2. Open the repro scene ("SampleScene")
3. Set the targetted platform to WebGL
4. Build Asset Bundles
5. Make a WebGL build and run it
6. Download the bundle and try changing the quality
Expected results: The quality changes are reflected in the texture
Actual results: The quality changes are not reflected unless the asset bundle is downloaded again
Reproducible with: 2019.2.7f2, 2019.3.0b4, 2020.1.0a5
Couldn't test with 2017.4, 2018.4 because of project breaking after downgrade

Resolution Note:
You can change the texture quality provided you don't first unload the Asset Bundle. Therefore, in your example, remove the call to Bundle.Unload(false) and rebuild the project. Then the quality can be changed with the buttons after the bundle has been loaded.
