[Improved Prefabs] Context menu behaves inconsistently in Prefab Mode
Steps:
1. Add GameObject and make a prefab out of it
2. Open Prefab Asset in Prefab Mode
3. Right-click on root GameObject
4. Right-click on a blank space in Hierarchy
==> Context menu for the blank space is smaller than context menu from selected object
