Impossible to scroll content of ScrollRect via Scrollbar if ScrollRect's content's height is slightly bigger than ScrollRect
To reproduce:
1. Open attached project
2. Open Testscene scene
3. Press play
4. Try to scroll using scrollbar
5. It's impossible to scroll using scrollbar if ScrollRect's content's height is slightly bigger than ScrollRect.
