[IMGUI] Layers dropdown opens up and closes immediately on selecting it
On selecting Layers, dropdown opens and closes immediately due to which the user can not select layers from the list. It doesn't stay in opened state.
Steps To Reproduce:
1. Create a new Project
2. Select Layers.
Actual Result:
Layers dropdown opens up and closes immediately
Expected Result:
Layer dropdown opens on selecting it and various layers are selected
Occurring on:
2020.2.0a1, 2020.1.0a25, 2020.1.0a24
Working Fine on:
2020.1.0a23, 2019.3.3f1
Note: On Windows, Layers dropdown does not collapse the list after expanding it, Clicking anywhere else closes the list.

Workaround: Select Layer and hold the mouse key to select any Layer from the list.
