IMGUI does not display tooltips when GUIContent has matching named text and tooltip
How to reproduce:
1. Open the ‘TooltipRepro.zip' project
2. In the toolbar open ‘TEST/My Custom Editor’
3. Dock the window
4. Resize the window so that the text is clipped
5. Hover over 'This text will not appear as a tooltip’
6. Observe the result
Expected result: Tooltip is shown
Actual result: Tooltip is not shown
Reproducible with: 2023.1.0a1, 6000.0.62f1, 6000.2.12f1, 6000.3.0b9, 6000.4.0a4, 6000.5.0a1
Reproducible on: macOS 26.0.1 (M1 Max)
Not reproducible on: no other environments tested

Resolution Note:
This is an intended behaviour as not to show the tooltip if the GUIcontent text and tooltip are identical. So, we are closing the case as won't fix.
