This was the issue (and workaround solution) for me - https://issuetracker.unity3d.com/issues/il2cpp-ios-unitylinker-dot-exe-did-not-run-properly-error-when-building-with-code-stripping-enabled

Correction - this IS seemingly fixed in Unity 2017.1.1f1 - however, attempting a build if your project path or resources contains certain characters will cause it to break. By copying my project to a very basic path of, say, 'C:\UnityProjects\MyProject', I was able to create a WebGL build.
Previously, my project path contained spaces a comma (,) and an ampersand (&). I haven't tested which of these introduced the problem, but temporarily copying or moving my project to a simplified path location in order to create a build is not a huge problem.

I'm not sure if the fix in review has been applied to the latest release (presumably not), but the issue still exists in version 2017.1.1f1.
