IL2CPP does not correctly project WinRT system API errors to their C# types
How to reproduce:
1. Open the attached "New Unity Project _MinRepro.zip" project
2. Build to UWP
3. Open the Visual Studio Solution file, located in the built project's directory
4. Build the Solution on Local Machine with Debug and x64 options
5. Stop debugging -> Search for "Unexpected Case" in the Output Window (see repro.png)
Expected result: "* * * Expected Case - System.IO.FileNotFoundException thrown. HRESULT: -2147024894" is thrown
Actual result: "* * * Unexpected Case - System.Exception thrown. HRESULT: -2147024894" is thrown
Reproducible with: 2018.4.23f1, 2019.3.0a4
Not reproducible with: 2019.3.0a5, 2019.4.0f1, 2020.1.0b11, 2020.2.0a13
