If Selectable is set to 'Navigation = None', you can't navigate away from it, but other elements can still navigate to it
To reproduce:
1) Open attached project
2) Open 'demo.unity'
3) Enter playmode
4) Note that the 'Keyboard One' button is selected
5) Press the down arrow
6) Note that focus changes to the 'Mouse-only' button despite its navigation option being set to 'None'
7) Note that further attempts to press up/down don't change focus any further
