[Hybrid Renderer V1] HLOD Shadows are flickering when moving the Scene view Camera
How to reproduce:
1. Open the user's attached "ECSSamples.zip" project
2. Open the "BugReportScene" Scene
3. Scroll with the mouse in the Scene view (See attached "1289370_repro.mp4")
4. Observe the shadows in the Scene view
Expected result: Shadows are not flickering in the Scene view
Actual result: Shadows are flickering in the Scene view
Reproducible with: 0.8.0-preview.19 (2020.1.14f1)
Could not test with: 2019.4.15f1, 2020.2.0b12, 2021.1.0a6 (Downgrading/Upgrading causes multiple errors in the user's project)
Could not test with package: 0.10.0-preview.21 (Multiple errors are being thrown in the user's project)
