[Hub] Unity Editor doesn't open after opening the Unity Package file when the Unity Editor is closed
How to reproduce:
1. Open the Task Manager
2. Open the attached "add-vuforia-package-9-6-3.unitypackage" file
3. In the opened Unity Hub window create a new project
4. Observe the Windows Task Manager and Unity Editor's splash screen

Actual result: Unity Editor's splash screen and the Unity Editor app in the Task Manager disappears
Reproducible with: 2.4.0
Not reproducible with: 2.4.1, 2.4.2
Notes:
- Not reproducible when the Unity Editor is opened
