[Hub] Unable to open projects when ethernet adapter is disabled
Reproduction steps:
1. Disable all active ethernet adapters (Make sure you are still connected to internet via Wi-fi)
2. Open Unity Hub
3. Open an existing project through Unity Hub
Expected result: Unity Editor opens
Actual result: Unity Editor does not open
Reproduces on: Unity Hub 2.3.1, 2.3.2
Workaround: Turn on the ethernet adapter (no active internet connection via the adapter is needed)

- Prefab override popup is cropped/positioned incorrectly when more than one display is used and a higher display Scale is set
