Horizontal scrolling with MX Master 3 does not work when the window is narrow
Reproduction steps:
1. Open the attached project "ReproProj"
2. Open Edit > Project Settings
3. Narrow the opened window so that the horizontal scroll bar appears
4. Try horizontal scrolling by using MX Master 3 sideways scroll wheel
Expected result: Horizontal scrolling works
Actual result: Horizontal scrolling does not work
Reproducible with: 2023.1.9f1, 2023.2.0b5
Not reproducible with: 2021.3.29f1, 2022.3.7f1
Reproduces on:
Windows 10 Enterprise 21H2
Notes:
- Horizontal scroll should also work when there are many docked windows in one window and tabs do not fit in the top bar. Currently, it’s not working on any of the tested versions
- The MX master 3 did not work for the docked windows and settings menu, but does in shader graph windows

Resolution Note:
We are unable to reproduce this issue with the steps you have provided in 2021.3.29f1 and 2022.3.7f1. Using the horizontal scrolling wheel of an MX Master 3, we could scroll sideways inside the project settings window.
Support for Shift + mouse scroll is available/will be available in the following Unity versions: 2021.3.30f1, 2022.3.7f1, 2023.1.10f1, 2023.2.0b6.
There is currently no feature that supports scrolling through tabs of docked windows.
