Hips' Local Rotation gets overridden when Animator.SetBoneLocalRotation is set on OnAnimatorIK()
How to reproduce:
1. Open the user's attached project("Bug test.zip")
2. In the Hierarchy click on "DefaultMale_Humanoid"
3. Enter Play mode
4. In the inspector observe the Hips' rotation not stay 0 as intended
Expected results: Animator.SetBoneLocalRotation sets Hips' rotation in OnAnimatorIK() and it remains that way
Actual results: The set Local Rotation gets overridden and moves with the Animation
Reproducible with: 2018.4.27f1, 2019.4.11f1, 2020.1.7f1, 2020.2.0b4
Note: Only reproduces with the Hip bone

Resolution Note:
n the Animator, there is a retargeting pass for humanoid that is evaluated after OnAnimatorIK to resolve the new bone positions.
At this point, the hips get overridden.
While it's not the ideal behaviour, but it’s too risky to change this behaviour without impacting a lot of our users ( breaking backward compatibility)
