This is not fixed at least in 2019.1.14f1. When an AssetBundle gives the "The AssetBundle 'link to my AssetBundle' can't be loaded because another AssetBundle with the same files is already loaded" error, the editor gets 100% cpu usage and requests don't work anymore until editor is restarted. Happens 100% of the times.
