Help tip appears on two monitors(Animation window)

2) How can we reproduce it using the example you attached

1 Create new project
2 Create cube
3 Open "Animation" window and choose cube in the Hierarchy
4 Put mouse cursor on button with red circle and wait while help tip will appear -

Result - the parts of the tip appears on both monitors(see attached image)
