[HDRP] Wireframe overlay in scene debug views are offset when moving the camera
Steps to reproduce:
1. Download the attached project (HDRP-DebugViewWireframeBug) or open an existing one
2. In the Scene view, select one of the debug views (Baked Lightmap, Directionality, etc.)
3. Select any mesh in the viewport and move the camera around
4. Notice that the wireframe gets offset
Notes:
- Reproduces both on Windows and macOS
- Affects HDRP only; other render pipelines are not affected
- Tends to reproduce in random patterns: some HDRP versions don't have this issue, while others do
