[HDRP][Win] editor crashes on starting new HD RP project from template

--works in 2018.2b9, doesn't work in 2018.3a1 and a2
--also works on OSX with 2018.3a1 and a2
-repro:
--start 2018.3a1 or a2
--create new project with the HDRP template
--see it importing assets
--NOTICE it crashes with an allocation error (see log):
DynamicHeapAllocator out of memory - Could not get memory for large allocation 178954240!
